EHS ComplianceThe Metropolitan Area & Urban Development Department, Govt. of Telangana on June 19, 2026, Mandates Strict Enforcement and Quarterly Monitoring of the Construction & Demolition (C&D) Waste Management Rules, 2025.

The following has been stated:

• The Government has directed all urban local bodies and infrastructure agencies within the Comprehensive Urban Renewal Ecosystem (CURE) Area to strictly enforce the Construction & Demolition (C&D) Waste Management Rules, 2025, with effect from April 01, 2026, to curb illegal dumping and promote scientific management of C&D waste. The order prohibits the disposal of C&D waste in open areas, roadsides, drains, water bodies and other public places, requiring all waste to be transported only to authorised recycling facilities. 

• It mandates that waste generators ensure proper segregation, collection, transportation, processing, disposal and utilisation of C&D waste, while building and demolition approvals shall include a Waste Management Plan, a Waste Utilisation Plan, and an undertaking against illegal dumping, with occupancy certificates linked to compliance. 

• The order further requires the mandatory use of processed C&D waste in large construction projects, road and infrastructure works, including sub-base layers, paver blocks, backfilling and landscaping, and stipulates that at least 10% of construction materials in all Government civil works within the CURE Area shall comprise recycled C&D materials, subject to availability. 

• Contractors shall execute tie-ups with authorised recyclers, obtain C&D Waste Disposal Certificates before project closure or payment, and comply with monitoring and reporting requirements. Departments are required to submit monthly data on waste generation and disposal, levy user charges, and initiate strict enforcement measures, including penalties, vehicle seizure, withholding of permissions, and blacklisting of violators. 

• An Action Taken Report on implementation is to be submitted within 30 days, with Commissioners, Department Heads and Nodal Officers being held personally accountable for ensuring compliance.
